This position is inside the bargaining unit.
Conducts complex compliance evaluations including, but not limited to multi-establishment evaluations, Corporate Management Compliance Evaluations, university evaluations, and Functional Affirmative Action Program evaluations.
Leads regional investigatory teams, made up of compliance officers, regional liaisons, regional solicitors, and statisticians, who are engaged in conducting complex evaluations and assists and advises senior managers in accomplishing field performance objectives regarding OFCCP’s mission pursuant to Executive Order 11246, Section 503 of the Rehabilitation Act of 1973, and the Vietnam Era Veteran's Readjustment Assistance Act, and makes recommendations regarding case sufficiency, analysis, soundness, organization, and technical adequacy.
Serves as an expert and recognized authority on conducting complex compliance evaluations and investigations.
Independently develops investigative strategies for data collection and analysis.
Drafts remedies for discrimination practices and other noncompliance issues.
Provides specialized technical training to OFCCP Compliance Officers to ensure that they maintain current on all technical aspects of investigative procedures and processes.
Plans and coordinates multiple and simultaneous projects, including multi- establishment reviews, and other regional task-forces, and initiatives.
OFCCP enforces E.O. 11246, as amended; Section 503 of the Rehabilitation Act of 1973, as amended, and 38 U.S.C. 4212 of the Vietnam Era Veterans’ Readjustment Assistance Act of 1974, as amended. These laws ban discrimination and require Federal contractors or subcontractors to take affirmative action to ensure that all individuals have an equal opportunity for employment, without regard to race, color, religion, sex (including pregnancy), sexual orientation, gender identity, national origin, disability or status as a protected veteran.
Requirements Conditions of Employment
Must be at least 16 years old and a U.S. Citizen.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the GS-12 level in the Federal Service. Qualifying specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Applicants must have experience performing at least 3 of the following to be considered minimally qualified:
Investigating, analyzing, and/or evaluating an organization's contract compliance in accordance with federal laws, Executive Orders, and other regulations.
Analyzing statistical data using software applications to perform statistical analyses with knowledge of mathematical and statistical concepts, principles, formulas, and practices.
Evaluating and/or and advising on organizational compliance with civil rights laws including Executive Order 11246, Title VII of the Civil Rights Act, Section 503 of the Rehabilitation Act of 1973, The Americans with Disabilities Act, and/or the Vietnam Era Veteran's Readjustment Assistance Act.
Conducting oral and written technical presentations to contractor representatives (such as chief executive officers, general counsels, and human resource staff) involving investigative strategies, analysis, and findings.
Education There is no substitution of education for experience at the GS-13 Grade level.
